This is a snippet of LBJ's declaration of war on poverty. In his speech he proposes the beginning to what was supposed to bring an end to the war on poverty in america. He said;
"The war against poverty will not be won here in Washington, it must be won in the field"
Meaning we can't win poverty from the white house, and in offices, we have to focus on the people and working directly in "the field" to fight the problem head on, not from behind a desk.
A big part of his speech was when he said "The richest nation on Earth can afford to win it, we cannot afford to lose it" , And he's right this is a war we cannot afford to lose but for the past 50 years we haven't exactly made great progress and we definitely aren't close to the end of the war.

Poverty may be an issue that never truly goes away but it can't last like it is today or our country won't last until eventually the whole country is poor and suffering under the rule of the few wealthy.
